CAKE/BNB reward increase

My proposal is to increase the CAKE/BNB reward from 40x to 80x.

That way we will decrease the reward for the pools that are getting in from syrop pools.

Currently if you give 300k $ in your coin for the syrop pool, Cake is giving you back 1 milion per month from the cake emission which in my opinion is bad for the cake price in general.
