add CAKE-BNB FLIP tokens to voting power alongside CAKE

now that SYRUP is gone and voting power will be switched to CAKE, I propose that CAKE-BNB FLIP tokens will get equal voting rights, after all CAKE-BNB liquidity providers are an essential part of the platform, and currently they have 0 weight in governance.
