Let Pangolin team adjust farm multipliers

This proposal is to move to a process of letting the Pangolin team strategically adjust farm multipliers within a range of 1x to 10x.

Our current process is to do a snapshot vote on any weight changes. This process is too slow/rigid to stay competitive and attract the level of TVL that we desire.

The new process will allow Pangolin to stay competitive and reactive in attracting TVL to important pairs. We will be transparent about the process and listen to community feedback.
