Pangolin Project Manager

Hey everyone, due to the nature and confusion around how Snapshot works there have been a lot of people who haven't been able to vote. This is because Snapshot takes a Snapshot at the time of the proposal, so if you didn't hold PNG at that time or if you had your PNG in a Liquidity Pool, then you were unable to vote.
