This proposal (which can be found at full length under "Full proposal details" below or here) consists of three sections, all of them aiming to improve Panther's Snapshot governance process and degree of decentralization.
The first section covers the introduction of new Snapshot Authors, accounts with the ability to write proposals, onboarding two Panther contributors and six community members. The second section introduces a new Admin account, a community member, to play a role that can change the Snapshot settings for Panther's Snapshot space. Both of these sections propose changes that will be applied during a timeframe of six months, after which the community is to nominate a new list of Admins and Authors.
The third section of this proposal covers the introduction of a new voting logic at times where tokens staked are not sufficient for the community to be thoroughly represented. This change will come into play when the staking contract is not releasing rewards to users. The new logic will take into account user $ZKP balances instead of only staked tokens.

To whitelist as an Admin to the Panther Snapshot space the address 0xeC88b933a75F961Ce55d7EaF6CDD6CEd103A4AD8, belonging to Anton, a well-known Web3 enthusiast and Panther community member.
To update the Panther Snapshot space's voting calculation logic. Through this change, Snapshot will consider users' token balances together with their staked amounts on any supported network (currently the Mainnet and Polygon) whenever the staking contract is not releasing rewards to users. In this case, the voting power of $ZKP token holders will be calculated as "one owned or staked token = one vote" instead of "one token staked = one vote".

As per the existing DAO governance structure, to participate in voting, you need to have staked $ZKP in Panther's "Classic" staking solution on the Ethereum Mainnet or Polygon.
Voting power is calculated by snapshot.org taking a snapshot of the number of ZKP tokens staked at the block within which the proposal was created.
