PIP-56 l Update PRL DVNs

Summary: The proposal aims to update PRL Bridging Module Decentralized Verifiers Networks (DVNs).

Context: In order to maintain consistency in Parallel's infrastructure, we propose updating the PRL's DVNs.

Rationale: We propose to update the implementation in this way:

With the implementation update PRL on Sonic will be freely transferable to any other chain instead of only Ethereum.

Means:

• Human Resources: Multisig signers will need to sign transactions to execute the proposal
• Treasury Resources: No treasury resources needed.

Technical implementation: On required chains:

• DAO Multisig will grant right to Cooper Labs to update DVNs
• Cooper Labs will update DVNs in accordance with the proposal
