PIP10-B: Migrating PATH token to VIRTUAL token

This proposal aims to migrate PATH token to VIRTUAL token with the following key details:

• A 1:1 conversion from $PATH to $VIRTUAL with no dilution
• Snapshot of $PATH across ETH and Polygon, followed by airdrop of $VIRTUAL token
• Suspension of current staking program
• Immediate vesting of all locked tokens
