PIP-3: Yield Generation on Anchor Protocol

15M USDC is currently sitting in our treasury with no yield. Given that it will take some months to fully deploy our dry powder, we propose allocating a maximum of 5M USDC to UST on Anchor Protocol on the Terra network, for its 19% APY.

The 5M is the maximum allocation. In reality, this number will be lower depending on investment opportunities or other idle-capital optimization strategies.

For avoidance of doubt, this is not an investment strategy. This is to optimize yield for idle-capital until high expected value investment opportunities emerge.
