PIP-4: Staking contract upgrade
We propose to (1) Offer options to dynamically lock Staking and LP capital for higher reward weightages (2) Lock all rewards from Staking and LP for one year
This will incentivize more staked $PATH and LP tokens, with lower sell pressure given the locked rewards
