#2 - Initial Liquidity Mining

This proposal will approve the Community Treasury to start a preliminary liquidity mining program by creating a 2000🐟 sablier stream from the community treasury to be distributed directly in to the ETH-🐟 LP weekly by the co-delegates calling withdrawFromStream() on the sablier.finance contract from the Treasury multi-sig.
