Loan 3 E from Winged Turtles at 10 % APY to pay for MNLTH purchase

The PLA DAO contract only has 5.18 ETH. The floor for RTFKT - MNLTH is around 7.6 ETH. PLA needs more funds to make a MNLTH purchase (which the community is supporting currently pretty strongly in the other vote).

If PLA decides to make the purchase, I propose the PLA DAO takes a loan from the Winged Turtles DAO (token KOOPA) at a reasonable interest. The interest and principal would be paid back by redirecting all royalties from Pepe sales to the Winged Turtles contract until the loan is paid off.

This vote is to accept the 3 E loan sum, the 10 % APY interest cost and the method of repayment (royalties).

The Winged Turtles have voted on giving this loan and to the best of my knowledge that vote is a strong yes: discord vote 15 yes, 2 no, twitter chat is all yes, at least 112 votes. The final decision (yes/no) will come once the vote for the transfer of the 3 E is initiated.
