PGM-66: Grant Tholgar team

TL-DR: Grant the Tholgar team for previously unpaid work and the acquisition of IP with 50,000 USDC paid over 4 months (12,500 USDC each month) after the proposal is accepted This proposal includes the ownership transfer of the following products to the DAO :

• Wrappers contracts (wstkscUSD, wstkscETH, wstkscBTC)
• V2 UI codebase
• The liquid locker (liquid layer on top of Trevee earn locks)

This proposal also compensates for part of the already achieved work that was not paid before :

• DefiLlama/OBL integrations
• The points season 1 integrations and distribution
