[PIP-11] Formalize Community Proposal Process
A proposal from @jjdubs and endorsed by the Pickle Core Devs

In summary, this proposal, if passed, would require that all future community proposals follow this process:
- Write proposal
- Get enough support ( 20+ total votes & 75%+ votes in favour)
- Allow time to review
- Proposal is posted to Snapshot and voted on
