[PIP-13] Add new pDAI farm and reallocate rewards from psCRV

After much discussion on the forum as well as on the Discord, this proposal, if passed will:

1. Add a new pDAI farm
2. Zero out Pickle rewards for the psCRV pool
3. Give those rewards (4%) to the new pDAI farm

Rationale

The reason for this is because fee-less jar swapping will be released soon, specifically before implementation of this proposal.

This means that users can easily swap their psCRV for p3CRV (and potentially gain higher underlying yield too). This makes sense since the ultimate underlying asset here is just stablecoins.

The total value locked in the new DAI jar is still an order of magnitude smaller than the other jars and this is a good chance to incentivize further deposits for our first single-asset jar.
