$YPIE rebalancing, with the addition of $COVER & $BADGER

Summary Reintroduce $COVER and introduce $BADGER during the upcoming rebalancing of $YPIE.

Motivation Both $COVER and $BADGER belong to $YPIE being functional to the Yearn Ecosystem.

Both additions should coincide with the first rebalancing event of $YPIE, proposed to take place keeping as reference the allocation proposed at the link above, considering a Max allocation of 35% for each underling asset (second option proposed, which got broader consensus).
