Incentives to Balancer LP pools

SUMMARY

This proposal introduces some evolutions to the current weekly incentives given to Liquidity Providers of Balancer pools (DOUGH/ETH, DEFI+S/ETH, DEFI+L/ETH), and to LPs of staked BCP.

Here the incentives proposed:

• DOUGH/ETH Balancer pool: 25k DOUGH/week,
• Staked BCP: 25k DOUGH/week,
• DEFI+S/ETH Balancer pool: 10k DOUGH/week,
• DEFI+L/ETH Balancer pool: 15k DOUGH/week.

The proposal includes the following actions:

1. Introduce the proposed adjusted weekly incentives to the current staking contract for one last week starting from tomorrow Friday April 23rd 2021 - 4pm UTC
2. Implement the same payout of incentives on the new staking contract, so that all Balancer pools will be ONLY incentivized on a per block basis by the new contract as of April 30th 2021
