Allow Redeem of PB anytime

Allow redeeming PB coins with 15-25% penalty. Anyone should able to claim their share in the treasury "anytime" with a penalty. Implementing this will cause price to quickly climb over backing price and pump and dump cycles to happen frequently.

*exact percentage of penalty (within the range of 10 to 20) is up to dev or can be determined by another proposal in future. *Passing this proposal means stopping shutdown of project if such plan in act.
