[PIP-15] Pine Team Token Emission Adjustment Proposal

In alignment with the sustained growth and realization of Pine's community vision, the proposal suggests a pushback of the team tokens emission period, delaying it by a minimum of 6 months, targeting a new date no earlier than February 9th, 2024.

This adjustment aims to further reduce the inflationary nature of the Pine tokens.

The revised emission schedule is as follows:

1. The initial unlock will be 2% in the first month.
2. Subsequently, a linear unlock of the remaining 98% will take place from the second month up to the twenty-ninth month.

This adjustment aims to further strengthen the community and the overarching vision of Pine.
