[Community Vote] Setting a Threshold For All Future Vote

In order to prevent evil votes on Snapshot and build a healthy self-governance environment, the Pippi Finance team decide to initiate a vote on "Setting a threshold for all future vote", which is to set a minimal $xPIPI holding amount to be able to vote on Snapshot.
