Use $20k from the treasury to buy & burn CAKE

There's been active discussions between Planet and the PancakeSwap team.

During the recent PancakeSwap migration, we discovered a bug in Planet's CAKE (single asset staking) vault. After investigating this bug, we discussed and decided on the best action to take with the PancakeSwap team.

It was decided that "stuck CAKE" would be considered verifiably burned.

The PCS team is going to allocate CAKE that was set to be burned to CAKE holders who are deposited in the affected vault so that they can get their CAKE back 1:1.

As a good gesture towards the PancakeSwap community & Team, we're proposing to use $20k from the treasury to buy CAKE and burn it as a way to thank them for their help in assisting the Planet community.
