Remove the ability to Borrow AQUA & GAMMA on Green Planet

Primary Idea:

• Stop the borrow side markets for AQUA & GAMMA on Green Planet, until they can be used as collateral or later.

Current Problem:

• Many people in the community have made great arguments as to why this isn't ideal at this stage as it allows someone to short the price of AQUA & GAMMA.

What would happen:

• New markets would be deployed for AQUA & GAMMA with the borrow side disabled. (So you can deposit only)
• Instead of rewards being split 50/50 between suppliers and borrowers, ALL of the GAMMA rewards would go to suppliers now.
• AQUA - 4,500 GAMMA per day would go to depositors instead of 2,250
• GAMMA - 9,000 GAMMA per day would go to depositors instead of 4,500
