Extra Aqua to Aqua holders

Distribute Aqua from treasury to Aqua infinity vault holders weekly.

Idea: Based on your infinity vault contribution in % you will get free Aqua added to your infinity vault.

Complexity: Considering treasury Aqua is kept in infinity vault it will be easy to implement by using simple transfer script taking snapshot and doing transfers.

Timing: Weekly distribute X amount of iAqua from treasury to all iAqua holders based on "user iAqua"/"total iAqua in infinity vault".

X to be decided by the team but thinking about 1% of iAqua distributed weekly (around 2 years to distribute it all).
