Change the amount of aqua required to post a proposal.

We have many users with only 1-5 aqua that are making proposals based on their individual needs and wants.

Planet should increase the aqua required to post a proposal to 100 aqua and also required that the aqua is held for a minimum of 21 days before allowed to post a proposal. This will help stop anyone from buying aqua just to make a proposal then to sell later.

Proposals should be done by bigger holders who are here to shape Planet for the future. Every aqua holder still deserves to vote on proposals.
