Lottery game inside PF to fund the Luna losses

Create a lottery like game apps inside PF. It could be a new planet.

1. Participants will place their bets, accumulated fund will be the price money.
2. Percentage of the lottery pot will go to fund the treasury for those who have losses in Luna/UST collapse. Majority of it will go to the winners. % Allocation for subject to voting
3. PF team can create a tool that will generate a winning number combination. Or we can instead use for example the USA lottery result. Let's say the first 2 digit of the lottery results.
4. Prices for each lottery combination subject to vote.
