Suspension of Delegations

Recent abusive behaviour detected in the governance of the Proof of Humanity DAO is requiring urgent action from the Mission Board.

It has come to our attention that the user clesaege.eth, who is also a member of this Mission Board, is exploiting delegations by having a wave of profiles delegating to himself. These profiles completely lack activity in Proof of Humanity, have never engaged with any of the official and unofficial communication channels maintained by the community, and have never engaged with any of activity of the Proof of Humanity DAO yet they have farmed instant delegations for the personal benefit of clesaege.eth exclusively.

As an example, the following profiles where created in Proof of Humanity and have instantaneously delegated voting power to clesaege.eth in spite of having zero activity with the protocol or even Ethereum itself. This list only shows the accounts created in the last 24 hours alone from the drafting of this resolution but the list is considerably longer.

In our view, this is clear abusive behaviour coming from a Mission Board member of this community taking advantage of a void in proper legislation regarding this kind of act that express a questionable ethic towards the democratic governance of our community and its protocols.

The Proof of Humanity Mission Board according to HIP-7 has the faculty to:

For the DAO to function, it requires trusted members to act as advisors to the management as well as a check on it. This board should handle the access to funds and resources to the management, monitor their performance, and ensure that the technical implementation of voting and other procedures are securely implemented.

In light of the events presented here we as Mission Board members consider that is necessary to suspend for the time being the erc20-balance-of-delegation strategy in the Proof of Humanity DAO Snapshot page until proper legislation regarding this action is put into place by the DAO by having an election about this issue without the erc20-balance-of-delegation feature activated in the process of making this decision.

Since the person committing this questionable act is a Mission Board member himself, we don't consider the vote of clesaege.eth on this very resolution acceptable or valid in any way.
