HIP-22: Creation of the UBI DAO

The approved proposal of HIP 22 that creates the UBI DAO does not specify the transactions required in order to transfer the governing rights of the UBI token to the UBI DAO Governor and transfer the corresponding funds in UBI stated on this HIP.

According to HIP 7 and HIP 21, the Proof of Humanity DAO Mission Board can:

Adjudicate if the proper procedure is followed on passing proposals.

The board has, however, broad power to interpret the rules of the DAO, including filling in details not specified in a proposal.
