POLAR Sunrise Boost

As POLAR is still rising because of high demand and DAO is now also short on POLAR to prevent it from rising even more, we decided to start SPOLAR Governance vote in case of boosting POLAR Sunrise.

We have three options >

Boost emissions to 0.75% > Boost emissions in POLAR Sunrise from 0.5% to 0.75% with boosting the DAO emissions from 20% to 25% > APR in POLAR Sunrise will go up and 25% of that will go to the DAO to ensure safety of this boost.

Boost emissions to 1% > Boost emissions in POLAR Sunrise from 0.5% to 1% with boosting the DAO emissions from 20% to 30% > APR in POLAR Sunrise will go up and 30% of that will go to the DAO to ensure safety of this boost.

Don't boost emissions > Stay at 0.5% emissions without boosting POLAR Sunrise > risking to go way above peg
