Lowering the minimum that one delegates.

Currently the minimum is 1000 polis. Not everyone can delegate their polis with this. This ensures that only the "rich" can delegate and thus determine the security of the ecosystem. (For example, a "rich man" can stake so much that his validator can decide almost all blocks. It would not be possible for the "normal" to vote for other validators to make up for it.) So I suggest lowering the minimum.

In order to avoid "spammers" and still be able to vote for everyone, I would personally choose a minimum of 10.
