Prop 1: Blacklisted Wallets

This vote is to clarify some misunderstandings about blacklisted ex-Geist airdrop wallets. Those that did not claim their Geist airdrop(Expired wallets) but did have locked tokens.

Currently, wallets that fail to claim their airdrops within 60 days are automatically blacklisted.

This proposal aims to decide whether to maintain the current system or revise it so that "locker" wallets (wallets with locked tokens) are not blacklisted from future airdrops, regardless of whether they have claimed past airdrops or not. If approved, this change would ensure that wallets currently holding locked tokens and previously blacklisted would be eligible for future airdrops.

Vote to clarify terminology from previous Governance Votes:

Option 1: Continue with the current blacklisting policy. Option 2: Allow all lockers to be eligible for future locker airdrops.
