Homelessness fund

In the city of Austin, TX, homelessness has increased due to a soaring housing market, inflation on common goods and utilities, and stagnant wages. The waitlist for housing is 6 months-3 years. I propose Austin be a pilot for a homelessness/basic income fund backed by Polydoge.
