Proposal to establish proposal discussion and voting time periods, as well as quorum requirements.

Time periods

• Forum discussion – at least 3 full business days
• Voting – at least 3 full business days

Quorum requirements

For proposals to pass:

• 10% WRAP-IOU tokens must participate
• 60% or more must vote ACCEPT
