The initial POOL airdrop missed some PoolTogether participants, this would aim to perform a retro-active airdrop to those missed users and implement a "Claim" UI for those participants.

This PTIP would:

Distribute 5220 POOL to the Merkle distributor, 30 for each missed participant.
Award 160 POOL to McOso for his work developing the Merkle Distributor, Gas for Merkle, and Claim UI.
Award 50 POOL to Taliskye for his efforts deriving the wallets needing an airdrop and coordinating.
