[PIP-14] Treasury Management with OUSD

Summary: This proposal is a follow-up from RFC-8 and PIP-10 that aims to make PopcornDAO’s 2,030,443.89 USDC treasury productive with Origin Dollar (OUSD)

Desired outcome: -Convert USDC treasury to OUSD, an ERC20 stablecoin issued by Origin that is backed 1:1 by USDC, DAI, and USDT at all times

Approach: -Convert USDC to OUSD

Budget: -2,030,443.89 USDC
