[PIP-15] University Governance Program

Summary: This proposal aims to establish a program for university blockchain organizations (or affiliated DAOs) with a governance program to be allocated POP for the sole purpose of participating in governance. Approved organizations will also be given "Delegate" status on Snapshot so token holders can delegate voting to them

Desired outcome: -Increase involvement and awareness of Popcorn at reputable universities -Provide POP holders with reputable delegate options -Boost rate of governance proposal frequency and involvement

Approach: Outreach to potential universities and review applications to participate in the program. If approved, organizations will be allocated POP to be used for staking and renew their participation in the program on an annual basis. Initial, high-potential targets include Vanderbilt University, Duke University, University of Texas, Johns Hopkins University, RMIT University (more are welcome to apply)

Budget: 5k POP per organization; maximum 10 organizations or 50k POP total
