[PIP-11] Token Burn, Buyback, and Match Charitable Donation

Summary

This proposal simultaneously benefits POP token holders and PopcornDAO nonprofits by matching funds donated in the next grant distribution while simultaneously burning and buying back POP.

Below are the proposed multiples in which we will match, burn, and buyback POP based on total $ fees allocated for donation as determined by PopcornDAO on the forum:

-Match Multiple: 3X -Burn Multiple: 10X -Buyback Multiple: 3X
