[PIP-7B] Allocate XEN-POP rewards for 8 chains

Summary

This proposal aims to allocate the 100K POP approved in PIP-7 across 8 chains we plan to deploy XEN-POP on:

BNB Chain Polygon Avalanche Ethereum PoW Moonbeam Evmos Fantom Dogechain

Please vote on 1 chain you would prefer to see allocated POP rewards. Based on the results of the poll, a proportionate amount of POP rewards will be allocated to the rewards pools. Meaning if 25% of vlPOP voters voted on BNB Chain, 25K POP would be allocated to the XEN-POP stake pool on BNB chain.
