Cease PRT token distributions to early investors and lock all remaining tokens into Portion DAO wallet

I propose ceasing all PRT token distributions to early investors and to lock all remaining tokens in to the Portion DAO wallet. This will halt the inflation of the token immediately, and thus these tokens will be able to be utilized in a way that benefits Portion and its community in a more pragmatic way.
