Make future token non-transferable at start

There is a heavy precedent that a non-transferable token gives more time for a new protocol to think about its future plans, thus allowing token holders to make more informed decisions about holding or not holding the token.

Our ProposaL: We propose that the token specified in previous proposals be set as non-transferable at the start.

A DAO vote can be enacted at any time to change this, and will require the standard quorum to pass.
