Retroactive reward for governance voting

Proposal: Reward current PREMIA token holders who have participated in governance voting.

Proposed reward to be : Airdrop(s) of PREMIA/xPREMIA tokens based on account address fulfilling the below;

• voted in at least 1 governance vote and
• Holding, staking and/or having locked PREMIA tokens on snapshot.

Airdrop(s) amount and timing to be evaluated and decided by CORE team in consideration of other factors.

Additional notes for CORE team consideration:

• Fixed airdrop amount per wallet based on eligibility and airdrop amount does not change based on amount of PREMIA token holdings.
• xPREMIA tokens have been discussed to be the preferred airdrop in #proposal-drafts

Reason: Governance voting is a core component for PREMIA and the aim of this is to encourage PREMIA holders to actively participate in the Project and vote in upcoming snapshots. This is also a reward to those still active in the community and who are clearly committed to the long term success of the protocol.
