pDIP13 - Treasury Unlock February 2024

### tl;dr: Unlock 30,000 USDC to fund various initiatives and payments, explained below.

Expenses to be reimbursed

This proposal pertains to the unlock of funds for a number of outstanding expenses that the DeSciWorld Core Team have accrued over the past month and for salaries and expenses for March.

This includes:

1. 13,000 USDC for Core Team Feb salaries (6 members)
2. 6000 USDC for development hourly invoice accrued since September 2023
3. 3,000 USDC for DeSci CDMX payments
4. 5,000 USDC for various back payment invoices
5. 3,000 USDC for float in case of newly introduced costs

Description of expenses

1. This covers the monthly $2500 salary payment of February for 4 Core Team members + smaller payment for 2 PT Core Team member payment.
2. Carlos DiMatteo, DeSciWorld's CTO has foregone regular payment in order to help during low liquidity moments. This is his accrued invoice since September 2023.
3. Invoices for DeSci CDMX and ETHCinco de Mayo costs
4. Invoices for remaining unresolved costs, ETHDenver costs and services such as Notion Pro and Gitbook Pro.

FLOAT: The additional 3000 USDC will be held in a hot wallet to allow for micro-expenses without additional proposal. All transactions will be logged and reported.

NOTE: Above is a list of essential reimbursements to the Core Team and other contributors to the DeSciWorld ecosystem.. It is hoped that the preDAO members recognise the essential nature of each of these outgoings and the justification for their reimbursement.

Recording

All transactions and invoices have and will continue to be logged in the relevant databases (Notion), available for viewing by any preDAO member upon request.
