22.0008.FTM Prop: Enable Bridge to BSC ahead of Schedule

The original schedule called for 30 days after the launch of BSC to enable the PAPER bridge. This proposal is to move the bridge opening date of BSC to FTM ahead of schedule. As the BSC INK holders have accepted proposal 22.0007.BSC on 06.03.2022, a confirmation vote from all INK holders across all chains is required to put the bridge into effect. If approved by all INK holders, the PAPER bridge will be enabled between BSC and FTM on the 12th of March.
