22.0007.BSC Prop: Enable Bridge Ahead of Schedule

The original schedule called for 30 days after the launch of BSC to enable the PAPER bridge. This proposal is to raise the bridge opening date of BSC to FTM ahead of schedule.

If approved by BSC INK holders and FTM INK holders, the PAPER bridge will be enabled between BSC and FTM on the 12th of March.
