[PIP-040] Victim Relief Proposal Initial Distribution Disbursement Method

Two methods for the disbursement of the initial payment have been suggested and are up for vote:

1. Pro-rata distribution of the amount decided in PIP-039
2. Equal sums of the amount decided in PIP-039

Pro-rata refers to the disbursement being split according to the losses incurred by each wallet.

Equal sums would see the the amount decided in PIP-039 split into equal parts, after making some of the smaller accounts whole. For example, if 30% was chosen in PIP-039 - 676,748 mkUSD - that would represent 157 wstETH at today’s prices. This would work out to 9 wstETH per wallet, however two of the wallets lost less than that amount. Paying them in full and distributing the remaining ±151 wstETH would send ± 10 wstETH to each of the remaining wallets.
