Amend agreement to require 33% of votes for a proposal

The current agreement doesn't require a minimum number of votes to pass a proposal.

Since we changed the wording of the agreement to allow the majority of votes passed in the 24 hour time period as opposed to the majority of votes overall, this has created a loophole in our voting system.

The loophole allows people to "secretly" create proposals without alerting the rest of the DAO, and someone could get something to pass unintentionally with just a single vote.

This proposal will add the following wording to the end of 3.2 "Voting Thresholds"

All proposals require a minimum of 33% of the total number of eligible governance votes in the 24 hour time period in order to pass.
