Migrate to new Discord

We've been using NiftyStonks as our host discord since the DAO's inception.

While this was fine originally, I believe it has limited discoverability and awareness of the DAO from the outside. It's unclear how to join the DAO's discord, it's not clear how NiftyStonks is related, etc.

This proposal is to create a new discord called "Proofer DAO" that could minimally host Proofer DAO but possibly also proof grails DAO. We'd elect a group of individuals to be admins of the new server and set up things like collab land / vulcan, new roles, etc.
