Authorize Serpin Taxt to personally list a Proof Pass at 85e

PROBLEM: It is not possible to sell things with a Gnosis Safe on either OS or LooksRare. This is a confirmed issue with no fix in sight.

This means we can only sell assets OTC or via a manually controlled wallet.

SOLUTION: Let Serpin Taxt move to a fresh Ledger Wallet and handle the funds.

Serpin Taxt (me) is a trusted member of the discord who is publicly doxxed to many members in the community and the DAO. He also has several friends and family members in the DAO and is starting his own fund- a significant amount on the line.

Serpin will create a new eth wallet using his ledger and fund the wallet with 0.1e from the DAO to pay for gas to list the item.

This vote includes listing the proof pass for 85e (second lowest off the floor) and authorization to move that price +/- 5e to make a sale (down to 80 or up to 90). This is a departure from the last vote (90e) but gives us more flexibility in the final week before the mint.

The funds will be used to sweep moonbirds <24 hrs of launch.

Once moonbirds sweep is complete, all moonbirds will be moved immediately to the Gnosis Safe to be nested.
