Amend Agreement: Yes/No -> % of voted in 24 hr

I propose we change the verbiage on the agreement.

Currently, the wording is not explicit with regards to "the majority."

I propose to add this to the agreement under article 3.1:

The necessary majority will be calculated by the total number of votes cast in the time period; If only 100 votes are cast of a possible 200 in the 24 hours, only 67% of the 100 are needed to pass the motion.

This will help us execute with more speed. You could argue the agreement is open ended enough to support this idea already, but I believe it should be explicitly stated and understood among all DAO members.
