Allow Serpin access to proof on personal discord

Serpin has been removed from Proof chat as the pass he was borrowing (theNooch's) has been repurposed.

This vote is to let Serpin authorize one of the proof passes with collab land to rejoin the Proof chat. This would just require signing a collab land message from the vault, and wouldn't require movement of the pass to a hot wallet or out of the vault.

It's worth noting that right now, we'll only be able to connect 1 proof pass to the proof discord since we have 5 in a single wallet. If we want to connect more passes to proof chat, we'll need to set up multi-sig wallets.

The agreement has it written in that the DAO Signers can join on shared credentials for a discord, so the primary difference here would be that it would be connected to Serpin's personal discord account. In the event this doesn't pass, we'll set up a shared credential discord between multi-sig signers.

We have the ability to revoke this access at any time, for any reason.
