QSEP: Quantum Supply Extension Proposal

As per ProtoFi docs, Quantum Supply mechanism should have been stopped 3 weeks after the launch of ProtoFi.

After the three weeks, many community members suggested to continue applying the QS for the future of ProtoFi. Therefore, we are going to let you vote on a few possible way to keep applying the QS mechanisms for the near future.

We propose two different methods to apply the QS for the near future:

Method 1: increase or decrease the emission of one-token-per-block, as described by ProtoFi Docs Method 2: increase or decrease the emission as much as the amount of percentage points ( 1% = 1 emission/ block) needed to move the ratio towards the target

New proposals can be taken into account in the future!
