Increase stkATOM Instant Redemption fee from 0.5% to 1%

pSTAKE is currently the only liquid staking protocol in Cosmos to allow its users to instantly redeem $stkATOM for $ATOM on its unstaking UI for a nominal 0.5% fee (set at launch). Only the protocol governance can change the Instant Redemption (IR) fee parameter. This proposal suggests increasing the IR fee from 0.5% to 1%.

IR's innovative mechanism comes with a few drawbacks currently:

1. Limited liquidity due to its design that matches daily deposits with withdrawal requests
2. Potential attack vector to reduce stkATOM TVU purposefully
3. Unfavorable arbitrage opportunity

The current 0.5% IR fee almost always provides the best place to swap out of $stkATOM instantly in a user-friendly manner compared to swapping on an external DEX dependent on swap fee, peg health, & slippage.

Increasing the fee to 1% can have the following advantages:

1. Less attractive for malicious actors and arbitrage bots
2. Continue to be an easy-to-use alternative to swapping $stkATOM on a DEX
3. Potentially increased liquidity to be instantly redeemed

The revenue generated from IR goes to the pSTAKE on Cosmos revenue address for sustainability & further adoption of pSTAKE.
